Background of the Procuring Entity:

The National Road Fund of Liberia was established by an act of the National Legislature in 2016 and published on January 26, 2017, for the purpose of financing road and bridge maintenance works and its directly associated planning, programming, and maintenance activities in Liberia. The primary source of revenue generation for the NRF is fuel levy collection on petroleum products imported.

The National Road Fund has received an approved budget from the Government of Liberia for this Fiscal Year 2024 and intends to use part of this proceeds toward payments under the Contract Package:  OFFICE EQUIPMENT.

          The National Road Fund now invites   sealed bids   from eligible   and qualified   bidders.

Liberian Owned Businesses will be given preference for the provision of assorted ICT’s equipment.

    Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the Public Procurement & Concessions Act (PPCA) and approved by the Public Procurement & Concessions Commission (PPCC), and is opened to all eligible bidders that are registered in Liberia as defined in the Guidelines.

        Interested eligible bidders (Liberian Owned Businesses) may obtain further information from the Procurement Unit of the National Road Fund from August 6, 2024, to August 30, 2024   at 10:30AM to 4:30PM, Monday to Friday excluding public holidays.

QUALIFCATION REQUIREMENTS:

  • Letter of Intent signed and stamped by authorized personnel
  • Company Profile
  • Valid Tax Clearance
  • Current Business Registration Certificate
  • PPCC Vendor Registry
  • Indicate at least three (3) references of past clients, addresses and contact numbers
  • Capacity to Supply the goods upon acceptance of an approved Purchase Order
  • All bids must be accompanied by a bid securing declaration.

Price shall be quoted in United States Dollars (USD) and Liberian Dollars (LRD) equivalent using CBL current rate. The bids shall be valid for a period of thirty (30) days from the date of submission.

Successful bidder shall be contacted by emails or telephone numbers, after the procurement committee’s designated evaluation panelist have evaluated the bids internally.

All Bids must be delivered to the National Road Fund Procurement Unit no later than Tuesday September 3, 2024 at 10:00 am in a sealed envelope (1 original copy and 2 photo copies). Late submitted bid (s) will be rejected and returned unopened. Electronic bids will not be permitted.

The amount of Fifty United States Dollars (USD50.00) will be paid to the NRF Finance Office during the bids submission.

Bids will be opened Wednesday September 4, 2024 in the Conference Room of the National Road Fund of Liberia at 2:00pm, in the presence of bidders’ representatives who will choose to attend.

Following acceptance of the selected firm, the procuring Entity will negotiate a finalized scope of work, agreed contract cost and conditions of contract.
