Background of the Procuring Entity
The National Road Fund of Liberia was established by an act of the National Legislature in 2016 and published on January 26, 2017, for the purpose of financing road and bridge maintenance works and its directly associated planning, programming, and maintenance activities in Liberia. The primary source of revenue generation for the NRF is fuel levy collection on petroleum products imported.
The National Road Fund has received an approved budget from the Government of Liberia for Fiscal Year 2024 and intends to use part of this proceeds towards payment under the Contract Package: Internet Connectivity.
Objective of the Service
The objective is to provide reliable and high speed internet through wireless and cabled connection. Besides emails, virtual meetings and internet browsing, the NRF has IPBX telephone system which is connected to its Local Area Network. The NRF has wireless and cabled connection.
SCOPE OF SERVICES
General Responsibilities:
1. The Internet Service Provider (ISP) shall provide the NRF with supply and installation of dedicated Fiber internet service connection with speed of 15 Mbps/high with unlimited usage time.
2. The ISP must have 24 hours a day, 7 days a week and 365 days’ coverage.
3. Service reliability must be ensured with overall uptime not less than 95% per month.
4. The ISP must provide technical assistance and/or helpdesk facilities.
5. In case of an incident, the ISP must guarantee initial diagnostics within the first 3 hours. Customer problem reporting, status updates, and problem resolution shall follow ISP standard procedures and be sent by email to the NRF within 4 days.
6. The ISP shall send a qualified technical representative within 2 hours after an incident to resolve any problem at no additional cost to the NRF if the problem cannot be resolved through telephone support or assistance.
7. In case of incident, the ISP must guarantee full resolution within the first 12 hours.
8. The ISP must provide a designated network specialist(s) for both scheduled and un- scheduled downtime.
9. The ISP must provide a list of its own edge equipment that will be delivered and installed in the NRF’s office (e.g. router, media convertor, radio etc.) if required,
10. The ISP must ensure data confidentiality.
11. The ISP must describe what alternate routing or fall back arrangements for continuity of service they have in place, should their primary link(s) to the Internet backbone become non-operational.
12. The ISP shall provide a web interface facility for the NRF to retrieve real time and historical information on network performance, utilization and usage analysis.
13. The ISP shall Install last mile cabling outside and within the NRF premises necessary for establishing connectivity between internet service provider’s Network and office LAN at no extra cost and shall provide Internet Services to NRF annexes and external sub- offices in the futures with no fluctuation in it services
14. The ISP shall provide and guarantee redundant routes with appropriate internet speed corresponding to the main link
15. The ISP must provide software/tool to NRF ICT Division for checking & monitoring the data transfer rate/usage. The ISP should also monitor the link health and inform the office if any disruption occurred.
16. The ISP shall be responsible for all equipment/media used for the service and ensure quarterly maintenance and routine check-up is done as necessary.
17. The ISP shall inform the NRF at least ten (10) days ahead prior to any monthly scheduled maintenance or twenty-four (24) hours ahead prior to unscheduled emergency maintenance of the side
Estimated Duration for the Assignment
The subsequent contract shall be for four (4) months (September – December 31, 2024) but subject to performance review. It shall be terminated if the performance is found to be below the expected level of performance. ISP shall provide to NRF (2) weeks to a month trial period of the Service without any cost attached.

6. Prove of Execution of Similar Service Provided to a Reputable Entity Over the Last Five Years
