Title: Provision of Technical Consultant Services
BACKGROUND
The Government of the Republic of Liberia through the National Road Fund has received funds for the implementation of this Fiscal Year, 2023 Annual Road Maintenance Expenditure Program (ARMEP) and intends to apply part of its funds from its approved Budget 2023 for the provision of Technical Consultancy Services.
The National Road Fund Office is for financing road and bridge maintenance works and directly associated planning, programming and management activities. The governance and oversight of the Road Fund including the approval of the Annual Road Maintenance Expenditure Program submitted by agencies authorized to undertake roads and bridges works in Liberia. An administrative structure that is capable of undertaking the core functions associated with collecting, managing and disbursing funds to and on behalf of agencies authorized to undertake roads and bridges works in Liberia. The objectives of the National Road Fund are;
- To ensure that road assets are sustain and that sufficient funds for both periodic and routine maintenance are allocated for this purpose.
- To ensure that each of the categories of national, sub-national and feeder roads have a sufficient share of the total budget such that these roads can operate as an integrated network.
- To defray the costs of loans approved by Government to extend the length of maintainable roads.
- To ensure that the needs of the road users and those impacted by roads are considered in terms of safety, security and environment.
OBJECTIVE OF THE ASSIGNMENT
The objective of the Technical consultancy services is purposely, for the National Road Fund (NRF) of Liberia to hire a highly skilled and motivated Technical Consultant (Engineer) to join the team. This Consultant will report directly to the Chief Executive Officer’s Office and play a crucial role in supporting the NRF’s mission of financing Liberia’s roads infrastructure.
SCOPE OF SERVICES
General Responsibilities:
- The Consultant will provide expertise and guidance in the planning, design, and implementation of roads infrastructure projects.
- Conduct feasibility studies, site inspection, and assessments to identify project requirements and ensure compliance with technical standards and specifications.
- Collaborate with internal and external stakeholders to develop project proposals, budgets, and timelines.
- Review engineering plans, drawings, and other project documentation to ensure accuracy and adherence to quality standards.
- Monitor project progress, identify potential issues or risks, and propose appropriate solutions.
- Asist in the evaluation and selection of contractors and consultants for infrastructure projects.
- Conduct regular site visits and inspections to ensure construction activities are carried out according to approved plans and specifications.
QUALIFICATIONS & EXPERIENCE
The key professional qualifications:
- Bachelor’s Degree in Civil Engineering or a related field. Master’s degree preferred.
- Professional Engineering (PE) License or equivalent certification.
- Proven ten (10) years experience in road infrastructure planning, design, and construction.
- Strong knowledge of engineering principles, codes, and standards related to road infrastructure.
- Proficiency in computer-aided design (CAD) software and other engineering tools.
- Excellent analytical, problem-solving, and decision-making skills.
- Effective communication and interpersonal skills to collaborate with diverse stakeholders.
- Ability to work independently and manage multiple priorities in a fast-paced environment.
- Past performances evidence of similar services rendered to both Public and Private sectors.
