Location: Clay Weighbridge Station, Bomi County
Reports To: Senior Resource Mobilization Director
Employment Type: Contract
Work Schedule: 8-hour rotating shifts (24/7 coverage)

Duration: 3 months’ Probation. Extension of contract based upon satisfactory performance

1. Background

The National Road Fund (NRF) was established by an Act of the Legislature in 2016 to ensure sustainable financing for road and bridge maintenance in Liberia. Through a Public-Private Partnership (PPP) agreement involving the Ministry of Transport, the Axle Load Control Program was launched, starting with the Clay Weighbridge Station in Bomi County. This initiative introduces a new revenue stream that is governed by a Memorandum of Understanding (MOU).

To uphold transparency, accountability, and protect NRF’s share from weighbridge collections, the NRF is deploying Compliance Attendants at each weighbridge to monitor operations, validate financial transactions, and ensure full adherence to all governing agreements.

2. Purpose of the Position

The Compliance Attendant will serve as NRF’s on-site representative to monitor adherence to the Operations Framework, MOU with GTBank, and PPP Agreement provisions. The role is designed to proactively safeguard NRF’s financial interests by ensuring revenue transparency, compliance with axle load regulations, and timely reporting of all weighbridge-related transactions.

3. Key Responsibilities

  • Revenue Oversight & Validation
    • Monitor and validate daily revenue collections at the weighbridge in accordance with the Operations Framework.
    • Maintain accurate logs of daily receipts and reconcile with partner financial records (GTBank, WIDRA).
    • Report discrepancies or suspected revenue leakages immediately to the Senior Resource Mobilization Director.
  • Compliance Monitoring
    • Ensure operational adherence to axle load control protocols as defined by the Operational framework
  • Observe and document any procedural breaches or irregularities in enforcement and revenue processes.
  • Data Recording & Reporting
    • Prepare and submit daily compliance logs and weekly summary reports.
    • Maintain a standardized digital or manual ledger of vehicle data, fines, and transaction slips for verification purposes.
  • Stakeholder Engagement
    • Coordinate respectfully with WIDRA operators, and GTBank personnel to facilitate effective joint operations.
    • Serve as liaison between NRF and weighbridge stakeholders on compliance-related matters.
  • Risk Management & Escalation
    • Identify operational risks, security breaches, or misconduct that may affect revenue assurance.
    • Proactively escalate emerging compliance issues through designated channels.

4. Reporting:

  • Prepare and present regular progress reports to the Senior Resource Mobilization Director.

5. Required Qualifications

  • Minimum of an Associate degree in Business Administration, Finance, Economics, or a related field.
  • Demonstrated experience in compliance, auditing, operations, or financial oversight preferred.
  • 2-3 years of experience in bookkeeping, Sales, or Resource Mobilization

6. Preferred Skills:

  • Strong analytical and communication skills.
  • Knowledge in Microsoft Excel and basic digital recordkeeping.
  • High ethical standards, integrity, and attention to detail.
  • Willingness to work rotating shifts, including weekends and holidays.
