Assignment Title:  Request for Expression of Interest (REOI) for the Provision of Revenue Mobilization Consultancy Service in favour of the National Road Fund of Liberia.

BACKGROUND OF THE PROCURING ENTITY:

The National Road Fund (NRF) of Liberia was established to finance road and bridge maintenance works and associated planning, programming, and management activities. The NRF’s governance includes the approval of the Annual Road Maintenance Expenditure Program, which involves agencies authorized to undertake roads and bridges works in Liberia.

The Government of the Republic of Liberia through the National Road Fund has received funds for the implementation of many activities for this Fiscal Year 2024. The NRF has received as part of its budgetary allocation to conduct potential revenue mobilization schemes in addition to its fuel levy. To achieve this objective, the NRF is therefore seeking the services of a consultant as an individual or as part of a firm to provide consultancy services to support the Fund in the Identification and implementation of potential Revenue Mobilization in line with its mandate to fill the funding gap in its future road and bridge maintenance needs.

The National Road Fund of Liberia was established by an act of the National Legislature in 2016 and published on January 26, 2017, for the purpose of financing road and bridge maintenance works and its directly associated planning, programming, and maintenance activities in Liberia. The primary source of revenue generation for the NRF is fuel levy collection on petroleum products imported. To enhance transparency, and accountability and to strengthen its control environment, the National Road Fund invites tenders from reputable consultant for the provision of Revenue Mobilization Consultancy Service.

The Road Network in Liberia is greatly underdeveloped therefore, a high-standard national road network remains our priority to help promote economic development regional integration, and social cohesion.

The NRF operates an administrative structure that manages the disbursement of funds for these purposes.:

  • To ensure that road assets are sustained and that sufficient funds for both periodic and routine maintenance are allocated for this purpose.
  • To ensure that each of the categories of national, sub-national, and feeder roads have a sufficient share of the total budget such that these roads can operate as an integrated network.
  • To defray the costs of loans approved by the Government to extend the length of maintainable roads.
  • To ensure that the needs of the road users and those impacted by roads are considered in terms of safety, security, and environment.

OBJECTIVE OF THE ASSIGNMENT

The objective of this assignment is to conduct potential revenue mobilization schemes in addition to its fuel levy. To achieve this objective, the NRF is therefore seeking the services of a consultant as a firm or as part of a firm to provide consultancy services to support the Fund in the Identification and implementation of potential Revenue Mobilization in line with its mandate to fill the funding gap in its future road and bridge maintenance needs.

SCOPE OF SERVICES       

General Responsibilities:

1. Assessment and Analysis of the current revenue mobilization mechanism.

  • Conducts comprehensive assessment of the current revenue streams and funding mechanisms of the NRF to establish the need for improvement.
  • Analyse the financial health and funding gaps within the NRF’s existing framework.
  • Forecast future funding requirements to meet the NRF objective of delivering road and bridge maintenance and rehabilitation. Your work will significantly impact the NRF’s future and the quality of its road and bridge maintenance objective.

2. Identify potential additional revenue mobilization mechanisms.

  • Review the list of existing road user-charges and other revenue mobilization sources identified in the Act and propose other potential sources where feasible.
  • Recommend the most eminent source of revenue generation based on viable economic indicators, ease of collection and sustainability from available data.
  • Provide implementation mechanism over a long-term period.

3. Strategic Framework Development.

  • Develop a strategic framework to enhance a sustainable revenue mobilization stream for the NRF
  • Identify potential new revenue sources, including public-private partnerships, donor funding, and innovative financing mechanisms.
  • Propose strategies for optimizing existing revenue-generating activities.
  • Recommend the budget required for implementing the scheme over the long term.

4. Stakeholder Engagement.

  • Engage with key stakeholders, including government agencies, development, partners, and the private sector, to identify opportunities for collaboration and funding.

5. Implementation Plan.

  • Develop a detailed implementation plan, including, timelines, responsibilities, and resource requirements.
  • Recommend policies and procedures to support the effective mobilization of resources scheme including partnering with other government agencies.

6. Capacity Building.

  • Identify and recommend training and capacity-building programs for NRF and counterpart agency staff in resource mobilization strategies and techniques.

7. REPORTING AND TIME SCHEDULES

  • Prepare and present regular progress reports to the Chief Program Officer.
  • Work must be completed within three (3) months.
  • Submit a comprehensive final report detailing findings, recommendations, and the strategic framework.

Deliverables:

1. Inception Report outlining the methodology and work plan for the consultancy.

2. Comprehensive assessment report on current revenue streams and funding

mechanisms. 

3. Strategic framework for increasing and expanding revenue streams.

4. Detailed implementation plan

5. Recommendation for Training and capacity-building.

6. Final report with findings, recommendations, and the strategic framework.

Qualifications:

The key professional staff required must have the following minimum qualifications:

Numerous experiences in similar assignments or demonstrate that the key personnel have the qualifications and experience required by the NRF to perform the task.

Key staff required for the assignment:

  1. Team Lead: Economist/Public Policy                                                                                                                                                                                                                                                                                                                            Master’s degree in Economics, Public Policy or Business Administration or related field.

Minimum Experience:

  • Minimum of 7 years of experience in similar assignments within the public sector or international development organizations.
  • Proven track record of developing and implementing successful resource mobilization strategies.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to engage and build relationships with diverse stakeholders, including, government officials, development partners, and the private sector.
  • knowledge of Liberia’s road and infrastructure sector is an added advantage.              
  • Infrastructure Engineer: Master in Civil or Transport/Civil Engineering or a related field. Master’s degree is an advantage

Minimum Experience:

  • Minimum of 7 years of experience in similar assignments within the public sector or international development organizations.
  • Proven track record of developing and implementing successful resource, mobilization strategies.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to engage and build relationships with diverse stakeholders, including, government officials, development partners, and the private sector.
  • knowledge of Liberia’s road and infrastructure sector is an added advantage.
  • Financial Manager: BSC in Finance, Economics, Business Administration, or a related field. Master’s degree is an advantage.

Minimum Experience:

  • Minimum of 7 years of experience in similar assignments within the public sector or international development organizations.
  • Proven track record of developing and implementing successful resource, mobilization strategies.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to engage and build relationships with diverse stakeholders, including, government officials, development partners, and the private sector.
  • Knowledgeable of tax policy system reform in Liberia.

Duty Station:

The consultant shall be stationed at the office of the National Road Fund of Liberia in Monrovia located between 9th and 10th streets Sinkor, Payne Avenue, B134, Beach side.

  DURATION:

  • Services will be provided in the period of three (3) months based upon the time scheduled provided.

  •  Letter of Expression of Interest signed and stamped by authorized   personnel
  • A brief Company Profile, legal and qualification documentation (Current Business Registration, Articles of incorporation, Valid Tax Clearance and PPCC Vendor Registry.
  • Updated and signed bios of the following proposed key personnel for implementation of the Revenue Mobilization Consultancy Service in favour of the National Road Fund of Liberia.

Only shortlisted individuals or firms will be contacted. All interested individuals must submit their Expression of Interest no later than on or before Friday November 8, 2024 at 10:00am. All Requests for Expression of Interest comprising of 1 original and 1 photo copies each must be sealed and delivered to the Procurement Unit. Absolutely, no electronic copy will be accepted and all late submission for Expression of Interest will be rejected and returned unopened.
