Position Title: Snr. Resource Mobilization Director

Duration: 3 months’ Probation. Extension of contract based upon satisfactory performance

Background:

 The National Road Fund (NRF) was established to finance road and bridge maintenance works and associated planning, programming, and management activities. The NRF’s governance includes approving the Annual Road Maintenance Expenditure Program, which involves agencies authorized to undertake road and bridge works in Liberia. The NRF operates an administrative structure that manages the disbursement of funds for these purposes.

Scope of Work:

  1. Assessment and Analysis:
  2. Conduct a comprehensive assessment of the current revenue streams and funding mechanisms of the NRF.
  3. Collect and Analyze data to ascertain the financial health and funding gaps within the NRF’s existing framework.
  • Strategic Framework Development:
  • Develop a strategic framework to enhance and diversify revenue streams for the NRF.
  • Identify potential new revenue sources, including public-private partnerships, donor funding, and innovative financing mechanisms.

Propose strategies for optimizing existing revenue-generating activities.

  • Stakeholder Engagement:
  • Engage with key stakeholders, including government agencies, development partners, and the private sector to identify opportunities for collaboration and funding.
  • Facilitate discussions and negotiations with potential funding partners.
  • Implementation Plan:
  • Develop a detailed implementation plan for the strategic framework, including timelines, responsibilities, and resource requirements.
  • Recommend policies and procedures to support the effective mobilization of resources.
  • Capacity Building:
  • Provide training and capacity-building sessions for NRF staff on resource mobilization strategies and techniques.
  • Develop resource mobilization toolkits and guidelines for NRF staff to use in future efforts.
  • Reporting:
  • Prepare and present regular progress reports to the Chief Program Officer.
  • Submit a comprehensive final report detailing findings, recommendations, and the strategic framework.

Deliverables:

  1. Inception Report outlining the methodology and work plan for the Senior Resource Mobilization Director.
  2. Comprehensive assessment report on current revenue streams and funding mechanisms.
  3. Strategic framework for increasing and expanding revenue streams.
  4. Detailed implementation plan for the strategic framework
  5. Training and capacity-building materials.
  6. Final report with findings, recommendations, and the strategic framework.

Qualifications:

  • Bachelor’s Degree in Finance, Economics, Business Administration, or a related field. ((Master’s degree added advantage)  
  • Minimum of 7 years of experience in resource mobilization, fundraising, or financial management, preferably within the public sector or international development organizations.
  • Proven track record of developing and implementing successful resource mobilization strategies.
  • Strong understanding of public finance, donor funding mechanisms, and innovative financing models.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to engage and build relationships with diverse stakeholders, including government officials, development partners, and the private sector.
  • Knowledge of the road and infrastructure sector in Liberia is an added advantage.
