Assignment Title: Disaster Recovery Plan Contract
- Background and Organizational Context
The National Road Fund Office was set up in 2016 with the stated aim of managing the effective financing of road and bridge maintenance works. The primary objectives of the National Road Fund are:
- To ensure that road assets are sustained and that sufficient funds for both periodic and routine maintenance are allocated for this purpose.
- To ensure that each of the categories of national, sub-national and feeder roads have a sufficient share of the total budget such that these roads can operate as an integrated network.
- To defray the costs of loans approved by Government to extend the length of maintainable roads.
- To ensure that the needs of the road users and those impacted by roads are considered in terms of safety, security and environment.
Since its inception and consistent with its objectives, the NRF has spent millions of dollars rehabilitating thousands of miles of roads all across the country and now wants to focus on the sustainability of its programs. To do this, the NRF needs to create both the physical and technological infrastructure necessary to support transparent and effective program implementation. As a consequence, the NRF Leadership has determined that a disaster recovery plan is intrinsic to enhancing and sustaining its system and organizational infrastructure. In support of this activity, the National Road Fund has received an approved budget from the Government of Liberia for Fiscal Year 2024 and intends to allocate a portion of this towards payment under the Contract Package: Disaster Recovery Plan.
In view of the above, the National Road Fund of Liberia now invites eligible consultancy firms to indicate their interest in providing the required service.
- Contract Objective
The overall objective of this intervention is to increase the resilience of the NRF in terms of how it can effectively respond to unplanned incidents such that business operations are not impeded. The development of the NRF disaster recovery plan will help ensure that the NRF is prepared to face different types of disasters, including power outages, ransomware and malware attacks, without compromising organizational productivity.
- Scope of Work
The successful disaster recovery consultant will:
- Conduct a Business Impact Analysis (BIA) to determine the entire scope of potential effects and impacts in case of a disruption to critical business operations of the NRF.
- Perform Risk Analysis and Vulnerability Assessment to identify the biggest threats and vulnerabilities that could potentially affect the NRF in case there is a disaster.
- Work with the NRF Leadership team to establish and identify roles and responsibilities of designated disaster recovery team
- Prepare the NRF’s Comprehensive Assets Registry and take inventory of assets to understand the complete overview of the assets an organization handles.
- Lead the process for the identification and selection of disaster recovery sites where NRF’s assets can be located if disaster were to occur.
- Prepare a Disaster Recovery and Communication or Reporting Plan
- Expected Deliverables:
- An inception report outlining the steps and methodology to be used in developing the Disaster Recovery Plan
- A comprehensive business impact analysis, risk analysis and vulnerability assessment that articulates constraints but also opportunities to derisk
- A draft and final comprehensive assets registry that lists, codes and itemizes all NRF assets
- A final disaster recovery plan and execution report summarizing the methodology, process, findings, and recommendations of the process.
Basic Requirements
- Letter of Expression of Interest signed and stamped by authorized personnel or professional CV.
- Minimum of 5 years of relevant professional experience in organizational development, training or development programmes – specifically related to private sector development and inclusive human development;
- Demonstrated experience in developing effective plans for programmes with a wide range of stakeholders, based on participatory approaches;
- Strong analytical skills, sound judgement, the capacity to think strategically, including the ability to produce high quality policy materials, high level strategic documents and advice for development implementation;
- Successful track record of similar assignments with excellent analytical, research, writing (English) and facilitation skills.
- A Brief Company Profile, legal and qualification documentation (Current Business Registration, Articles of incorporation, Valid Tax Clearance and PPCC Vendor Registry.
- Updated and signed bios of the following proposed key personnel for implementation of the Organization Strategic Plan Contract Consultancy Service and contact details.
- Legal and qualification documentation (Current Business Registration, Articles of Incorporation, Valid Tax Clearance and PPCC Vendor Registry).
- Interested Consultants must provide additional information indicating they are qualified to perform the service.
DURATION:
- Services will be provided in the period of six (6) months based upon the time scheduled provided.
Firms will be selected according to the procedures set out in the revised and restated Public Procurement and Concessions Act of 2010.
