PROVISION OF MEDICAL INSURANCE (PERSONNEL MEDICAL INSURANCE)

The National Road Fund of Liberia was established by an act of the National Legislature in 2016 and published on January 26, 2017, for the purpose of financing road and bridge maintenance works and its directly associated planning, programming, and maintenance activities in Liberia. The primary source of revenue generation for the National Road Fund of Liberia is fuel levy collection on petroleum products imported.
The Government of Liberia through the National Road Fund has received an approved budget for Fiscal Year 2024 and intends to use part of this proceed towards payment under the Contract Package: Medical Insurance.
PURPOSE
This procurement aims to safeguard the health and well-being of all National Road Fund employees, ensuring they continue to be active and productive members of the NRF, and to provide risk coverage against any unforeseen medical emergencies.

- The National Road Fund is now accepting sealed bids from all eligible and qualified bidders to provide personnel annual medical insurance coverage. The Public Procurement Concession Act of 2010 specifies the National Competitive Bidding (NCB) procedure for conducting the bidding. All eligible bidders may obtain additional information from the procurement unit Monday through Friday during office hours on Friday, June 28, 2024, from 9:30 a.m. to 5:00 p.m.
QUALIFCATION REQUIREMENTS:
- Letter of Intent signed and stamped by authorized personnel
- Company Profile
- Valid CBL License of Operation
- Evidence of CBL Tax Levy Compliance
- Valid Tax Clearance and Business Registration Certificate
- Evidence of PPCC Vendor Registry
- Evidence of past performance for at least three (3) years
- Indicate at least three (3) references of past clients, addresses and contact numbers
- Kindly indicate full listing of medical facilities of each client.
- Good record/history of claims payment
- Must have offices in the counties/regions of Liberia
- Proof of reinsurers and their profile
- Most recent audited financial statement (2023)
- Proof of being in the Insurance Industry in Liberia for the last five (5) years
The price shall be quoted in United States Dollars (USD) and Liberian Dollars (LRD) equivalents using the CBL current rate. The bids shall be valid for a period of ten (10) days from the date of submission. Once the procurement committee’s designated evaluation panelists have evaluated the bids internally, they will contact the successful bidder via email or telephone number. The National Road Fund Procurement Unit must receive all bids in a sealed envelope no later than Friday, July 12, 2024, at 10:00 a.m. We will reject late submitted bids and return them unopened. Electronic bids will not be permitted.
Bids will be opened on July 15, 2024, in the Conference Room of the National Road Fund of Liberia at 11:00 a.m. in the presence of bidders’ representatives who will choose to attend. A bid security of 10% of the firm’s total cost must accompany all bids. Following acceptance by the selected firm, the procuring entity will negotiate a finalized scope of work, agreed-upon contract cost, and conditions of the contract. We will engage the service provider on a contract-for-service basis.
