The National Road Fund held two meetings on December 28–29, respectively, with the subcommittee of the National Transport Infrastructure Transitional Team (NTITT) of the National Transitional Team.
The first engagement on December 28, 2023, was an acquaintance for both teams to familiarize themselves with each other and outline the objective of the meeting. Representing the NTITT were Mr. Robert E. Wilson, Mr. Richard Mappy, Mrs. Pearl Banks-Williams, who was also a contractor of the NRF, serving as the Corporate Relations Officer, and Mohammed Swaray, a former consultant of the NRF, who presided over the reengineering structure for the NRF under the ex-Manager.
Mr. Wilson, leading the NTITT team, emphasized the importance of a collaborative approach in ensuring smooth working between the two teams. Mr. John H. Tokpah, Administrative Officer of the NRF, echoed the sentiment, highlighting the NRF’s commitment to facilitating a smooth transition process.
On December 29, 2024, the NRF continued its engagement with the NTITT in a comprehensive session, following the successful initial meeting on December 28. Joseta Neufville-Wento, the manager of the NRF, presided over the meeting, which focused on providing the NTITT with a detailed overview of the NRF and its operations.

Mrs. Neufville-Wento commenced the meeting by alerting the transitional team of the conflict of interest based on the involvement of the two team members: one current contractor and the second, a consultant whose contract had just ended in the first quarter of the year. Notwithstanding, she expressed the NRF’s profound willingness to provide the NTITT with all requested documents, reaffirming the NRF’s commitment to openness. She proceeded to present a thorough overview of the NRF’s operations, including a summary of personnel listings, assets, revenue sources, contracts, account balances, project updates, legal issues, and liabilities. Mrs. Neufville-Wento also used the meeting to thank the Inter-Ministerial Steering Committee (IMSC-Board), which includes: Min.Ruth Coker-Collins, Chairperson; Min. Samuel D. Tweah, Supervisor; Min. Varney Sirleaf; Min. Samuel Wlue; and Min. Mawine G. Diggs for their support
The head of NTITT, Mr. Robert E. Wilson, appreciated Mrs. Neufville-Wento’s professionalism and the comprehensive information. After a warm and lengthy discussion and question session between the two teams, the meeting reached an agreement. In accordance with the initial communication from the NTITT, the NRF will provide all requested documents based on this agreement. If there are any questions after the document submission, the NTITT may request another meeting for the NRF to provide clarity.
