Assignment Title: Provision of Consultancy Service to Conduct Quality Assurance & Review of all Road Projects Funded through the National Road Fund, for the Period under review: Fiscal Year 2020/2021, Special Budget 2021 & Fiscal Year 2022.

BACKGROUND

The Government of the Republic of Liberia through the National Road Fund has received Funds for the implementation of this Fiscal Year 2023 approved Budget Annual Road Maintenance Expenditure Program(ARMEP) and intends to apply part of it for the procurement of Consultancy Service to Conduct Quality Assurance & Review of all Road Projects Funded through the National Road Fund, for the Period under review: Fiscal Year 2020/2021, Special Budget 2021 & Fiscal Year 2022, with RFP No: NRF/ARMEP/PROJ/QBS/002/2023.

The National Road Fund Office is for financing road and bridge maintenance works and directly associated planning, programming and management activities. The governance and oversight of the Road Fund including the approval of the Annual Road Maintenance Expenditure Program submitted by agencies authorized to undertake roads and bridges works in Liberia. An administrative structure that is capable of undertaking the core functions associated with collecting, managing and disbursing funds to and on behalf of agencies authorized to undertake roads and bridges works in Liberia. The objectives of the National Road Fund are;

• To ensure that road assets are sustain and that sufficient funds for both periodic and routine maintenance are allocated for this purpose.
• To ensure that each of the categories of national, sub-national and feeder roads have a sufficient share of the total budget such that these roads can operate as an integrated network.
• To defray the costs of loans approved by Government to extend the length of maintainable roads.
• To ensure that the needs of the road users and those impacted by roads are considered in terms of safety, security and environment.

The National Road Fund Office (NRFO) intends to hire the services of a local engineering firm with specific experience in highways design, project management, and quality assurance to conduct quality assurance and review of all road projects funded through the National Road Fund(NRF) during the period: Fiscal Year 2020/2021, Special Budget 2021 & Fiscal Year 2022.

OBJECTIVE OF THE ASSIGNMENT:

The objective of this assignment is to provide detailed information to the team as regards to the quality of works funded during the period under review. The findings will also contribute to the planning for 2024 Annual Road Maintenance Expenditure Program (ARMEP).

 The report is to cover the following:

• Physical status of ongoing works expressed as percentage completion
• Quality of Completed works

 · Contract period elapsed

· Status of works expressed in terms of Earned Value, cost performance index and Schedule perform index

 · Comments on the adequacy of the scope of works under the contract.

Deliverables under this contract is expected to include the following:

· Inception Report following desk review of the status of all projects funded by NRF during the physical year 2022

· Final Report on status of project over the fiscal years including recommendations

· Power point presentation of findings to the NRFO and the IMSC

Selection:

The firm will be selected in accordance with the Quality Cost Based Selection(QCBS) Method as set out in the PPCA 2010.
