Job Vacancy: Senior Accountant-2

The National Fund of Liberia is pleased to announce a job vacancy for the position of Senior Accountant-2. The Senior Accountant-2 will be responsible for assisting the Finance Officer in managing the financial operations of the National Road Fund and ensuring compliance with applicable financial regulations and policies.

Position Title: Senior Accountant-2

Report Directly To:         Finance Officer

Key Responsibilities:

  • In absence of the Finance Officer, co-lead the NRF Accounting department in delivering robust financial accounting financial systems, control and process.
  • Champion and continuously improve internal  and external compliance within the accounts receivable and cash management accounting functions of the NRF, ensuring nonconformities reduce over time
  • Operates as a key member of the accounting department, providing appropriate strategic level financial advice and input to decision.
  • Setting the standard for excellence and driving through change, ensuring that accounts receivable and cash management of the NRF are fully equipped to support the ongoing growth of NRF programs
  • Fully responsible for the drafting of accurate and timely internal and external reporting for review by the Finance Officer and will be able to demonstrate over time continual improvement in reporting standards.
  • Responsible for the overall accounts receivable and cash management functions of NRF.
  • Responsible for ensuring that month end reconciliation is implemented and that the AR-aging report agrees with the general ledger control.
  • Ensure that petty cash disbursements are implemented on a monthly basis and replenishments are done in a timely fashion and properly recorded in the book of account of NRF.
  • Responsible for all check disbursements procedures and ensure that all payment vouchers are adequately supported before checks are raised.
  • Responsible for preparing weekly cash position statements for approval of the Finance officer and presentation.
  • Responsible for maintaining adequate double entry accounting procedures within the account receivable and cash management functions of NRF.
  • Responsible for drafting period end adjusting entries and submitting to the Finance Officer for approval.
  • Assist the Finance Officer in the year end audit preparation process.
  • Assist the Finance Officer in the budget preparation process.
  • Perform any other duties assigned by the Finance Officer

Professional and Educational Qualifications

  • BSC/BA/BBA in Accounting or Finance is required.
  • At least two years’ experience working at a senior accounting level within an automated accounting software system (Sage 300)

Work Experience

  • Four (4) years of working experience with at least three (3) years of which must have been at the Senior Accountant level or Comptroller in the Public Service of Liberia.
  • A sound knowledge of government financial policies and guidelines in the public service and Private Sector.

Other Requirements

  • Considerable knowledge of the use of accounting and auditing methodologies and tools.
  • Good knowledge of the International Financial Reporting System (IFRS), International Public Sector  Accounting Standards  (IPSAS) and auditing standards and related regulations and the PFM Act.
  • Considerable experience in public sector accounting.
  • Excellent oral and written communication skills
  • Excellent planning and organizing skills.
  • Ability to meet deadlines and execute projects.
  • Must be a Liberian citizen.
  • Not have been convicted, whether in the Republic or elsewhere, of theft, fraud, forgery or perjury.
  • Able to work independently.
  • Team player with leadership skills
  • Holds self and others accountable.
  • Works well under pressure.
  • Fluent in English
