Terms of Reference
Background
The National Road Fund was established to finance road and bridge maintenance works and directly associated planning, programming, and management activities. The governance and oversight of the Road Fund include the approval of the Annual Road Maintenance Expenditure Program submitted by agencies authorized to undertake roads and bridge works in Liberia. An Administrative structure that is capable of undertaking the core functions associated with collecting, managing, and disbursing funds to and on behalf of agencies authorized to undertake road and bridge works in Liberia.
Responsibilities:
Donor Coordination
- Develop and Implement Donor Strategies:
- Design and implement strategies to engage international donors and partners.
- Establish and maintain relationships with donor agencies, international organizations, and private sector partners.
Donor Engagement and Communication:
- Coordinate donor meetings, briefings, and field visits
- Develop proposals, reports, and other documentation to secure and maintain donor funding.
- Ensure timely and transparent communication with donors regarding program progress and financial status.
Monitoring and Reporting:
- Oversee the monitoring and evaluation of donor-funded projects.
- Prepare and submit periodic reports to donors, ensuring compliance with their requirements.
Research and Development (R&D)
- Create and implement a comprehensive R&D strategy aligned with the NRFO’s objectives.
- Identify key research areas that can improve road maintenance and management practices.
Data Collection and Analysis:
- Oversee the collection, analysis, and dissemination of data related to road conditions and maintenance.
- Utilize research findings to inform policy and decision-making processes.
Revenue Generation and Financial Management
- Identify and develop new revenue streams to ensure sustainable funding for road works in accordance with the NRF’s Act.
- Explore opportunities for public-private partnerships and other innovative financing mechanisms.
Reporting and Compliance:
- Ensure compliance with financial regulations and donor requirements.
- Prepare and present financial reports to the Manager and Senior Officers.
Road User Fees:
- Implement and manage road user fee systems such as tolls, vehicle registration fees, and fuel levies.
- Ensure effective collection and management of these fees to support road works
Grants and Funding Opportunities:
- Actively seek grants and funding opportunities from international donors and development banks.
- Develop competitive proposals to secure additional funding for road projects.
Capacity Building:
- Develop and implement training programs to enhance staff capabilities.
- Promote a culture of continuous improvement and learning.
- Assist in the development and implementation of the NRFO’s strategic plan.
- Provide strategic guidance to ensure the achievement of NRF goals.
Risk Management:
- Identify and mitigate risks associated with donor coordination and revenue generation.
- Implement robust monitoring and evaluation systems to track progress and impact.
Requirements
(1) Citizenship Requirement:
– Must be a Liberian citizen.
(2) At least Master’s Degree in one of the following fields:
– Finance
– Public Policy
– Economics
– Public Administration
– Transportation Engineering
– Civil Engineering
3. Professional Experience:
7 to 10 years of working experience in relevant fields.
Deep working experience and knowledge in the road sector of Liberia.
