The National Fund of Liberia is pleased to announce a job vacancy for the position of Finance Officer. The Finance Officer will be responsible for managing the financial operations of the National Road Fund and ensuring compliance with applicable financial regulations and policies.

Purpose
To provide strategic financial accounting leadership in the accounts receivable and cash management section of the accounting department of the National Road Fund of Liberia. This position is a senior staff position within the Financial Management Team of the National Road Fund of Liberia.

Key Responsibilities:
· In the absence of an Accounting Manager, lead the NRF Accounting department in delivering robust
financial accounting and financial management systems, controls and processes.
· Champion and continuously improve internal and external compliance within the accounts receivables and cash management accounting function of the NRF, ensuring that nonconformities reduced over time.
· Operate as a key member of the Accounting department, providing appropriate strategic level
financial advice and input to decision making.
· Setting the standard for excellence and driving through, ensuring that the accounts receivable and
cash management accounting functions of the NRF are fully equipped to support the ongoing growth of NRF’s program.
· Fully responsible for drafting of accurate and timely internal and external reporting for review by the CFO/Comptroller and will be able to demonstrate over time continual improvement in reporting standards.
· Responsible for the overall Accounts receivable and Cash Management functions of the National
Road Fund of Liberia.
· Responsible for ensuring that month end reconciliation is implemented for all contractors’ accounts and that aging report agrees with the general ledgers. Control account.
· Ensure that petty cash disbursement is implemented on an impress basis and that replenishments are done in a timely fashion and properly recorded in the books of account of the NRF.
· Responsible for all checks disbursement procedures and ensure that all payment vouchers are adequately supported before checks are raised.
· Responsible for preparing weekly cash position statements for approval of the CFO and presentation to the manager.
· Responsible for maintaining adequate double entry accounting procedures within the accounts receivable and cash management.
· Responsible for period-end and end closing preparation process.
· Assist the Fund Manager and department heads in the budget preparation process
· Perform any other duties assigned by the Fund manager.
Professional and Educational Qualifications
Professional Accounting Qualification (CA, ACCA or CPA) required. Bachelor’s degree in Finance, Accounting or a related field. Master’s degree (MSc/MBA) in Financial
Management/Accounting preferred.
Must be a registered member of a recognized professional accountancy body.
Work Experience
Five (5) years of
working experience with at least three (3) years of which must have been at the
Senior Accountant level or Comptroller in the Public Service of Liberia.
Financial Management System (Sage 300)
A sound knowledge of government financial policies and guidelines in the public service and
Private Sector.
Other Requirements
· Considerable knowledge in the use of accounting and auditing methodologies and tools.
· Good knowledge of the International Financial Reporting System (IFRS), accounting
and auditing standards and related regulations and the PFM Act.
· Considerable experience in public sector accounting.
· Excellent oral and written communication skills.
· Excellent planning and organizing skills.
· Ability to meet deadlines and execute projects.
· Must be a Liberian citizen.
· Not have been convicted, whether in the Republic or elsewhere, of theft, fraud, forgery or perjury.
· Able to work independently
· Team player with leadership skills
· Holds self and others accountable
· Works well under pressure
· Fluent in English
