The Office of the National Road Fund in Collaboration with MCA-L & MCC through American Procurement Services Corporation (APSCO) to identify ADDITIONAL ROAD USERS CHARGES to increase the overall revenue by 5%. Last year targeted revenue US$27 million drop by approximately 22%: Achieved 78% or US$21million FY2018/2019.
Objectives of the Assignment:
The overall purpose of the assignment is to determine applicable additional road user charging systems to be utilized by the NRF (Transit Fees, Tolls, Vehicle Registration & License fees)
Other objectives of the study also include:
•Determine which of the road user charging systems listed in the act that are applicable in Liberia. • Determine additional road user charging systems not listed in the NRF Act but are applicable in Liberia • Design methods and procedures that are economically and legally acceptable for collecting applicable charging systems • Ensure that the recommended charging systems are economically profitable for the NRF. • Ensure that the recommended charging systems are economically, socially and legally acceptable to road users.
