Background and Organizational Context

The National Road Fund (NRF) of Liberia is responsible for managing and disbursing funds for the maintenance and rehabilitation of public roads and bridges across the country. In line with its mandate to promote transparency, efficiency, and accountability in road infrastructure funding and project execution, the NRF seeks to develop an interactive web-based map platform. This tool will enable the visualization, tracking, and public sharing of data related to road projects financed by the Fund.

The Government of the Republic of Liberia through the National Road Fund has received funds for the implementation of many activities for this Fiscal Year 2025Annual Road Maintenance Expenditure Program (ARMEP) and intends to apply portion of the funds from its approved 2025 budget for the Development of an Interactive Web Map for the National Road Fund of Liberia.

Purpose of the Assignment

The purpose of this assignment is to design, develop, and deploy an interactive web mapping platform that provides up-to-date geospatial and project data on NRF-funded road projects. The platform should be user-friendly, mobile-responsive, and integrated with a centralized database to support internal monitoring and public information dissemination.

Given the above, the National Road Fund of Liberia now invites an eligible Consultant individual or individuals to indicate their interest in providing the required service.

Objective of an Interactive Web Map Development for the National Road Fund of Liberia

The objective of developing an interactive web map for the National Road Fund (NRF) of Liberia is to enhance transparency, accessibility, and efficiency in the management and dissemination of road infrastructure data across the country. The platform aims to visually represent the location, status, and funding details of road projects funded by the NRF, providing real-time insights to stakeholders, including government agencies, development partners, contractors, and the general public.

Key goals include:

  1. Improved Transparency: Citizens and stakeholders should be able to track the progress and financial allocation of road projects funded by the NRF.
  2. Enhanced Decision-Making: Visualize road conditions, maintenance needs, and project priorities to support data-driven planning and resource allocation.
  3. Stakeholder Engagement: Foster community involvement and feedback by making road project data accessible and easy to understand.
  4. Operational Efficiency: Enable the NRF and relevant agencies to monitor project implementation and reporting through a centralized, interactive platform.
  5. Public Accountability: Promote accountability by providing clear, up-to-date information on using public funds in road infrastructure development.

This digital tool aligns with NRF Liberia’s commitment to responsible fund management, sustainable infrastructure development, and improved service delivery for all Liberians.

Objective of Assignment

The following are the overall Objectives of this assignment:

  • To build an intuitive, interactive digital map showing road infrastructure projects funded by NRF.
  • To provide stakeholders and the general public with easy access to project information, including location, status, cost, contractor, and timelines.
  • To support NRF’s internal monitoring and evaluation activities with geospatial data tools.
  • To enable feedback collection and promote transparency and accountability.

 Scope of Services

The Consultant to be hired based on these Terms of Reference will carry out the following general activities to achieve the objective of the proposed assignment. More detailed tasks to be performed by the Consultant are presented below.

Detailed Tasks

Detailed tasks to be performed under the scope of services include the following:

Phase 1: Planning and Requirements Gathering

  • Conduct stakeholder consultations with NRF management, engineers, and data officers to understand project requirements.
  • Assess existing data formats and sources, including GIS shapefiles, spreadsheets, and project documents.
  • Develop a technical requirements document and system architecture design.

Phase 2: Web Map Development

  • Design the front-end interface of the web map using a modern web framework (e.g., React, Vue, or similar).
  • Develop a back-end system with a secure database to store project data and geospatial layers (PostgreSQL/PostGIS, Firebase, or similar).
  • Integrate geospatial mapping libraries such as Leaflet.js, Mapbox, or Google Maps API.
  • Features should include:
    • Project markers with pop-ups showing key information (name, location, status, cost, contractor, etc.)
    • Filters (e.g., by status, county, funding year)
    • Search functionality
    • Data upload/admin panel for NRF staff
    • Downloadable reports and data (PDF, CSV)
    • Mobile responsiveness and accessibility

Phase 3: Data Integration and Testing

  • Clean, format, and integrate existing road project data.
  • Conduct unit testing, functional testing, and usability testing.
  • Validate the accuracy of spatial data with the NRF engineers or the GIS team.
  • Implement analytics to track user interactions and map usage.

Phase 4: Deployment and Training

  • Deploy the application on a secure cloud server or hosting platform (e.g., AWS, Netlify, or GitHub Pages).
  • Provide training to NRF staff on how to update data and maintain the system.
  • Deliver user manuals and technical documentation.

Deliverables

  1. Inception report with detailed work plan and timeline.
  2. Functional prototype of the interactive web map.
  3. Final deployed web map with administrative backend.
  4. Training materials and capacity-building workshop for NRF staff.
  5. User and technical documentation.
  6. Final report including lessons learned and recommendations.

The Consultant should note that all reports will be considered draft until they are reviewed and accepted by the National Road Fund of Liberia.

Timeline

The estimated duration for the project is 10–12 weeks, divided as follows:

  • Weeks 1–2: Planning and Requirements Gathering
  • Weeks 3–7: Development and Integration
  • Weeks 8–9: Testing and Validation
  • Weeks 10–12: Deployment, Training, and Handover

Evaluation Requirements

Interested consultants must submit the following:

  • web GIS development;
  • of an illustrative implementation framework for the delivery of the project objective;
  • relevant technologies (JavaScript, HTML/CSS, GIS APIs, database management);
  • with government or development agencies on digital platforms;
  • of road infrastructure data and public sector workflows is an added advantage.

Eligible bidders may obtain further information from the Procurement Unit Monday to Friday during office hours from Monday, July 9, 2025, 10:00 am to 4:00 pm, business days.

Interested individuals must submit their Expression of Interest no later than Monday, July 21, 2025, at 10:00 am. All Requests for Expression of Interest, comprising 1 original and 1 photocopy each, must be sealed and delivered to the Procurement Unit. Only shortlisted individuals will be contacted.

All late expressions of interest will be rejected and returned unopened.
