National Road Fund Concludes its First 2026 Strategic Planning Retreat in Marshall

Marshall, Margibi County — The National Road Fund of Liberia (NRF) has successfully held its first Strategic Retreat for 2026 at Creed Lodge in Marshall, Margibi County, bringing together management and staff for a time of reflection, planning, and institutional alignment from.

The retreat provided a platform for staff to assess the NRF’s performance over the past year, examine ongoing reforms, and chart a clear path for advancing the NRF’s mandate of sustainable road financing and maintenance in Liberia. Discussions centered on strengthening institutional systems, improving operational efficiency, and reinforcing the culture of accountability and professionalism within the organization.

Speaking during the opening session, the Manager of the National Road Fund, Mrs. Joseta Neufville-Wento, challenged staff to take personal and collective stock of their contributions to the institution.

She encouraged staff to reflect on the unique institutional reforms they have helped advance and the tangible impact those reforms have had on the NRF over the last year.

“Each of you should look back at your time at the National Road Fund and ask yourself: what reform did I contribute to, and how has it strengthened this institution?” Mrs. Neufville-Wento said.

As the NRF positions itself for the challenges and opportunities of 2026, the Manager reminded staff that commitment to duty must remain paramount.

“Do not love me, just do your work,” she stated, emphasizing that performance, integrity, and dedication to the NRF’s mission are what truly matter.

Earlier, Albert K. Samukai welcomed staff to the 2026 Strategic Planning Retreat and underscored the importance of active and full participation by all staff. He noted that the success of the retreat depends on open dialogue, constructive engagement, and the willingness of staff to share ideas that can move the NRF forward.

The retreat featured plenary discussions, breakout sessions, and interactive engagements focused on reviewing 2025 achievements, identifying gaps, and aligning departmental work plans with the NRF’s broader strategic objectives. Staff also examined ways to enhance internal coordination, strengthen financial and administrative processes, and improve service delivery.
