The management and staff of the National Road Fund Office of Liberia are pleased to present the Service Delivery Charter for 2025–2029. We are committed to supporting the construction and maintenance of national road infrastructure that is pivotal to Liberia’s growth and development.

Our primary responsibility is to manage funds for the maintenance and rehabilitation of roads and bridges across the country. This charter outlines our mission, values, and the standards of service you can expect from us.

Introduction

Background

The National Road Fund was established to ensure sustainable financing for road and bridge maintenance and rehabilitation. Liberia’s road network connects urban and rural communities, facilitates trade, and supports access to health, education, and other essential services. Operating under the National Road Fund Act of 2016, the NRF collaborates with government ministries, the private sector, and international partners to secure funding and deliver maintenance programs through appropriations, grants, loans, and road user charges.

Who we are

The National Road Fund Office

The National Road Fund Office is a public financial and asset management service for the Government of Liberia. We manage road user charges collected through the Liberia Revenue Authority and Liberia Petroleum Refining Company, and other established sources, to finance maintenance and directly associated planning and programming. We work with the Ministry of Public Works and the Ministry of Transport to prioritize safety, security, and environmental concerns for road users.

What we deliver

Financial management

We oversee road user charges and apply robust financial frameworks for annual operations. Quarterly and annual reporting gives stakeholders visibility into fund utilization, supports accountability, and informs adjustments to budgeting and allocation.

Asset management

We manage national road and bridge assets through inventory control, Road Inventory Surveys (RIS), and the axle load control program to limit damage from overweight vehicles. Categorized asset data helps prioritize maintenance and rehabilitation while protecting public investment.
